MPOB Mill Licence (MF / MB)

MPOB Oil Palm Mill Licence (MF)

Primary operating licence from Malaysian Palm Oil Board to mill oil palm fruit (FFB). Renewed annually. Fee: RM 500.

MPOB Construction Commencement Licence (MB)

Required before construction begins. Must convert to MF licence upon commencement of operations.

MPOB FFB Purchase Licence (DF)

Licence to purchase fresh fruit bunches from farmers, ramp dealers and estates.

MPOB CPO / PKO Trading Licence (DL / DK)

Licence to sell, move and store Crude Palm Oil (CPO) and Palm Kernel (PK) products.

Land & Premise

Land Title or Sale & Purchase Agreement

Proof of legal possession of land or premise where the mill operates. Must be registered under applicant's name.

Tenancy or Lease Agreement

If applicable

If land is leased, a valid tenancy agreement signed by the landowner is required.

Local Authority Building Approval

Planning permission and approval from local authority (PBT) for mill construction and operation.

Environmental & Safety

Environmental Impact Assessment (EIA) Report

Mandatory EIA approved by Department of Environment (DOE) for mills with throughput above prescribed thresholds.

DOE Operating Licence (Effluent Discharge)

Department of Environment licence for palm oil mill effluent (POME) management and discharge.

Methane / Biogas Management Plan

Mandatory from 1 January 2014. All new mills must submit a methane gas trapping and biogas management plan.

DOSH Boiler and Pressure Vessel Approval

Approval from Department of Occupational Safety and Health for boiler, steriliser and pressure vessel operations.

Sustainability & Certification

MSPO Certification (MS 2530:2022)

Malaysian Sustainable Palm Oil certification. MPOB grants a 6-month window from licence approval to obtain MSPO from an accredited certification body.

Feasibility Study Report

Document covering FFB supply forecast, market survey, throughput projections, technology to be used and biomass management plans.

RSPO Certification (if exporting)

If applicable

Roundtable on Sustainable Palm Oil certification. Required for mills supplying certified sustainable palm oil to international buyers.

Operational Compliance

Weighbridge Calibration Certificate

Valid calibration certificate from SIRIM or approved body. Must be renewed periodically as per Weights and Measures Act.

MPOB CPO Export Licence (PX) — if applicable

If applicable

Required if the mill exports crude palm oil directly to international buyers.

Transport / Tanker Lorry Permit (TL)

If applicable

MPOB Palm Oil Transporter licence for CPO or PKO moved by tanker or barge. Issued per vehicle.

Before you submit

•All information must match your SSM registration, MPOB licence and land title documents exactly.
•AGRIOSX will verify your MPOB Licence (MF) and SSM number before activating your mill account.
•MSPO certification must be submitted within 6 months of MPOB licence approval as required by MPOB regulations.
•Incomplete applications will be held pending. You will receive an email with the list of missing items.
